The Teacher In-Service Adviser Service in Sri Lanka began in the year 1960. And it functioned in an effective manner even in 1962. There is evidence to prove this. A most senior teacher of Ho / Hatamuna Kanishta Vidyalaya had left the school on 1st of June, 1962 handing the duties over to the substitute writing in the school log book “I’m going to Kandy to sit the competitive exam for the recruitment of teachers as Teachers In-service Advisers”.
In the year 2000 all the I.S.As’ gathered at Nissanka Vidyalaya in Kurunegala formed the All Island Teachers’ trade union, irrespective of race and political parties dispersing the regional unions that had been there. Today All Island Teachers’ trade union sets an example to the other unions as it has been functioning irrespective of party politics and race with all the members rounded up under one union since it was established.
The steps taken since 2001 for the establishment of Teacher In-Service advisers in Sri Lanka.
- Wimaladharma Ekanayaka Committee Report (2001) - Sri Lanka Teachers In-Service Adviser Service should be established.
- Kumarasiri Committee Report (2003) - In-Service Advisers should be absorbed in the Teachers educationist service
- Siriwardhana Committee Reports (2004) - Sri Lanka In-Service Adviser Service ought to be established.
- The Cabinet Decision (2007) - The approval for the establishment of the In-Service Adviser Service
- New education policy and proposals (2012) (Parliament Advisory Committee) - Pages 16, 27, 28, 34, 38 the service to be immediately established.
- Mahinda Madihewa Committee report (2014) - It was re ensured the establishment of the Teacher In-Service Adviser Service already approved by the cabinet in 2007.
- High court order (22/ 10/ 2013) - Reference No. 315/ 2009. The decision made by the cabinet for the establish were of the service was empowered and the proposal of the super grade in the Teacher Service was made powerless.
However, with all the above lawful decisions, approvals, and orders the education ministry has failed to established the Teacher In-Service Adviser Service in Sri Lanka. This is a very pathetic situation in the system of education administration.
